The 34thStP, a New York City Business Improvement District (BID), self-assesses property owners to provide private management in public spaces. Formerly deserted and filthy streets and sidewalks have been replaced with flowering plants, new street furniture, and shoppers, and crime in the district is down 53% since the BID began operations. Litter and graffiti have become past history. An advisory unit provides property-owners and merchants, free of charge, expert advice in storefront design, signs and visual merchandising, customer service, training and development, loss prevention, and product mix. Major capital improvements to district streets and sidewalks, funded by a $24 million tax-exempt bond issue, have been installed, and a complete rehabilitation of Herald and Greeley Squares is underway. Visitors arriving at Penn Station are greeted and oriented to the district and City by a cadre of tourist greeters, and free public events are offered in district plazas and parks.
